This mapper did double duty with Draw the Lines, as he is the AP History teacher at Indiana High School who set up an after-school map-a-thon for his students this spring. Several of them submitted very competitive maps, as well. Bill’s map was a distinctive but very clean and workable map that accomplished its goal of minimizing county splits (30). Bill’s map is another illustration of how given the tools, Pennsylvanians are perfectly capable of building fair legislative maps.
