Judges' statement

Victoria’s 11th District was a distinctive but very logical way of handling the typically thorny problem of the Philly suburbs.  She did a very strong job of pursuing her goal of population equivalency while producing a map that comes across as logical and pleasing to the eye.

Personal statement

The three things that I thought about most while drawing district lines were compactness, contiguity and equal population. I did not want this to be about politics. I didn't want Republicans to win districts that they shouldn't and the same for Democrats.
