Josh drew a splendid map with tremendous metrics. He took such a distinctive approach to building out highly competitive districts. We just wish that, in his personal statement, he’d told us a little bit more about his values and the “why” behind the choices he made. But what an interesting map.
PA, like the rest of the country, has its blue urban areas, red rural areas, and toss-up suburbs. With Philly and Pittsburgh, it is difficult to draw 17 competitive districts without weird-looking districts or not having two-majority minority districts. I was able to create 13 competitive districts in my "lucky 13" map with a population equivalence under 3,000 and only 34 splits.
