Personal statement
PA, like the rest of the country, has its blue urban areas, red rural areas, and toss-up suburbs. With Philly and Pittsburgh, it is difficult to draw 17 competitive districts without weird-looking districts or not having two-majority minority districts. I was able to create 13 competitive districts in my "lucky 13" map with a population equivalence under 3,000 and only 34 splits.
