That he was was able to create three majority-minority districts is worth spotlighting with an honorable mention. He acknowledges this comes with a cost (i.e. the wacky shape of District 15). A more substantive personal statement could have made him a contender for statewide honors.

Personal Statement

This map was develped to try to increase minority representation by creating as many districts with a non-white majority as possible. This required extensive gerrymandering in Eastern PA. Even so, it does not appear to be possible to create a majority-Hispanic district.
